Influence of Big and Open Linked Data Development on Policy-Making Process
Policy-making is the process by which policy formulators provide decisions to design rules and guidelines that governs specific behaviours intending to address societal problems. According to Janssen & Wimmer (2015), the infusion of new technologies has changed the entire process of policymaking at the group and individual level with many various developments that influenced the traditional policy-making, the availability of Big and Open Linked Data (BOLD) among one of these developments.
BOLD has highly influenced digital policy-making that drives the efforts of combating societal problems such as unemployment, crimes, drug abuse, environmental pollutions, etc (Janssen et.al, 2017). Since a successful policy-making process relies on the availability of high amount and quality of data, Big and Linked Data ensure constant availability of information.
For instance, in a society faced with high cases of insecurity and crime rates, BOLD can be applied to shape the formulation of policies directed to overcome crimes and enhance security. First of all, BOLD plays a critical role in the collection, combining and sharing of high-quality data from different sources regarding the root cause and the harmful effects of insecurity. These help policymakers design relevant and workable solutions to restore security.
Secondly, BOLD enhances the power of vast data processing and storage as technologies are used to process the data to generate valuable information and retaining them which assists policy formulators to forecast the effectiveness of designed policies (Janssen et.al, 2017). Hence, effective and workable policy solutions to insecurity are designed.
Thirdly, BOLD interconnects information from different sources that improve data quality exposing policymakers to greater knowledge and clear insights on insecurity and crime activities. Thus, it provides a platform for designing powerful policies that fight insecurity.
Furthermore, BOLD activates data-driven decisions that result in the transformation of National Security Systems which according to Koch (2019), enhance the societal benefits such as the creation of a crime-free environment, peaceful society, and development of crime responsive systems.
