While program evaluation has a designated focus and outcome, there are many approaches to program evaluation to choose from. The choice of approaches is important because it sets the foundation for planning and implementing the evaluation.
Over time, several authors have contributed approaches to evaluation. Some approaches or models of program evaluation issue from different philosophical orientations regarding the function of program evaluation while others have different implications for implementations. Therefore, evaluators must take caution to select the evaluation model that is best suited for providing structure for gathering information relevant to the program being evaluated. Evaluators should know the purpose, advantages, and disadvantages of each approach.

To design a program evaluation proposal, evaluators should consider the approaches available and choose methods that promise to be most efficacious. To gather meaningful and relevant information from which to judge the effectiveness of a program, evaluators must have a structure and process for collecting the information. The data collection process will be smoother and will collect useful information when a program evaluation contains specified standards and criteria to be used in the evaluation. Correct sampling and data analysis is essential.

Assess what types of data are most important and relevant to collect for the evaluation. Analyze what are the best sources for data collection. Assess what would be the best techniques/methods to use for:
Data sampling and collection.
Provide clear and convincing rationale for all your choices.
Describe in detail the processes of collaborating with others to complete the necessary research and evaluation.
Apply principles of group dynamics to plan management of implementation.
Standards and Criteria.
Analyze what would be the best standards and criteria for evaluating the program.
Be sure to clearly explain why particular choices are superior to the alternatives.
Summarize your proposal and make a final compelling appeal for its implementation.
